Just use the Lee lube as is. Put a dollop on a felt pad spread it out and roll your cases in it. You just need a thin film then resize. Wipe the lube off after re sizing.

Do I need to do the entire side of the case? Or just top 1/4 inch

Just roll the case in it coat the whole of the outside of the case from rim to the base.You only need a very light coating. Once it transfers onto the die things willl get easier.

IPA can be bought on ebay at pre pandemic prices now. Bought 1L of 99% for around £8 on ebay a month or so ago.
