My suggestion is only £50 over budget.

For that shotgun budget you could get a S.1 lever action Winchester with a 20"-22" barrel - or a bolt action magazine fed 12-bore, chop the barrel to 18"-20" & braze on a multi-choke/get Teague chokes fitted & fit ghost ring rear & hi-vis. front or a red-dot on a scope rail - or get a sxs hammer gun with 12" barrels :p

Most of those would be well in the price range you've allowed, esp. the bolt action & hammer guns. Make for very cheap donor platforms for custom work...

You could even stick with the Mossberg pump-action choice & add in a SideWinder kit for box & drum magazines! Simple to fit & easy to remove & restore back to vanilla later on.

Plenty of S1 SG's second hand for that money or less. JM Pro's are around £500 s/h
You might be better spending more on a rifle set up as you'll need extra mags and decent optics if you are thinking of mini-rifle comps. Tactical Ruger 10/22 with all the trimmings are readily available, but you could probably find a nice S&W 15-22 rig for under a grand.

The lifter stabilises and guides the cartridges as you put them in. You can do it with the Mossberg, but its nowhere near as smooth or fast as with a lifter. The lack of lifter (and buttery smooth magazine spring) does however lend itself very well to weak hand loading.
