It is some sort of Russian SWAT team demonstrating hostage rescues, the hostages are in the bus, Vlad the unibomber runs up with a small charge to pop a window out and momentarily confuse the occupants so the rest of the good guys can hop in and save the hostages.....

When I first saw this the write up stated that it was at a public show, I bet it did not even make it on to national TV.

I would be surprised if only the runner was killed, those on the bus can not have faired well,

They seem to drag some live ones out of the bus but the runner is nowhere to be seen, probably blown into Kazakhstan

Just been through it a frame at a time and I'm almost certain the runner dives, rolls and heads out to the right. :)
