The other point that maybe more relevant is the range rules! Some ranges don't allow hollowpoint/expanding ammunition due to damage to the splash curtain (Or whatever it's called ) that is a local decision not Law.

How can they possibly make acquisition and possession of the bullet S1, and a complete round S1 when fired at an animal, but S5 if fired at a piece of paper??

In the Gun Mart article they had an extract from the legislation which, to my mind anyway, clearly reads that expanding ammo is no longer classed as S5 with no caveats or exemptions (other than for the handful of pistol specific cartridges/calibres). Beneath that though there's an extract from some 'guidance' presumably for licensing departments which states that expanding ammo is indeed still S5 for target shooting?! But it reads exactly the same as the guidance before the 'change' so I don't know if some wires have been crossed or what.....

That would make more sense, but it's certainly not the way the Gun Mart 'journalist' (
) has presented the article. I know its just a collection of adverts and endorsements cobbled together but a lot of people still read it so they've got a responsibility to get it right!
