How about things like rails or magpul flip-up sights? Anyone know if these are OK to bring back?

Triggers, flip-up sights are fine though I'm not sure if the max allowance of $100 for "small parts" is still in place, maybe someone else knows?.
You'd be surprised the amount of stuff we bring back every trip :)
Personal best was just over 118Kg, 2 full size suitcases, 2 small travel bags and 2 very heavy backpacks, the small bags (about 20x20x10") both weighed in at dead on 23Kg, not surprising as they had a few thousand Nosler bullets in them and a stack of brass. Unfortunately nowadays bullets and brass are under ITAR.
Last year we did pretty well, 1 Sightron 8-32x56 MOA-H scope, the huge Frankford Arsenal Rotary SS tumbler and their new Case Prep Centre, a "reasonable" amount of Lee kit from Titan Reloading, an RCBS Rock Chucker press (£90 on sale at Midway!). Also an In-Line Fabrication press ejection system, bench mounting plate and plastic bins and of course the usual array of assorted shooting stuff, RCBS case Slick Spray, Birchwood Casey Gun Scrubber, cleaning patches & jags etc. etc.
We usually get most suitcases inspected by the TSA, only problem I've had was a couple of bottles of Birchwood Casey Brass Case Cleaner they removed, apparently it makes noxious fumes if it gets onto aluminium so not a good idea in an aeroplane then :)
