I have an Ishapore 2A1 that looks just like this, it is chambered in 7,62x51 with a 16" barrel and L1A1 flash hider on the end, complete with a long eye relief red dot sight and the obligatory 12 round magazine.

It is referred to as the 'Zombie rifle'

They are not "neutered" semi autos.

They are built as straight pulls from scratch.

They just use many of the proven features used in the AR platform.
